The Elsteel Library manual should be updated to include the flow for achieving this

In the Manage Access area of each document, we can set up access for Teams group members or other users for final and published documents.

Please add the instructions to the library manual.

For a draft documents, creator , department owner , editors and admins only can see documents. Because of that we don't need to block. Normal users can't see those documents. When publishing document access group users will have view access. We can't set in that point can't download option in the flow it's doesen't support. Because of this after publish document we have to manually set the access level for the required documents.

we can use restricted access group for limit access

I don't think using the restricted access group is a good option because the idea is to keep the access group while still limiting the download and print options. The restricted access group forces us to manually grant permission to everyone who needs to access the file

Then for selected documents we can manually changes view->can't download access for access group
