Create the Documents Creators group

Description
This is the group of users which can upload documents to the library.
Being a part of this group does not grant any extra permissions aside from being able to upload documents. Once the user uploads or creates a new version of a document, the specific user will be assigned as Creator of the file and will have all the permissions available to that role.

In Edit Properties, the document name cannot be changed. We need to check and compare the permissions of the 'BPO' and 'Document Creators' groups, and review the permissions assigned to the 'Document Creators' group

Adding users with the requirements to create documents in each department.

Rashan is a document creator at the moment and Isuru will be added too.
We need to test this feature with them.
